Dear ,

Welcome to the May 2025 Edition of the MPG Newsletter!

This May, MPG engaged with partners and policymakers across Europe to share findings, spark debate, and strengthen work on migrant integration. We launched three MIPEX 2024 country reports -  for Germany, Ireland, and the Netherlands - offering country-specific insights to inform national discussions. These findings highlighted policy gaps, areas of progress, and the importance of grounding integration efforts in robust, comparative data.

Our 30th anniversary series brought new reflections from across Europe. These contributions offered insightful perspectives on what inclusion means in practice and what is needed to advance equality.

In Istanbul, MPG joined the FAiR Consortium to present research on return and readmission agreements. A new working paper analyses 24 such agreements, raising serious concerns about rights safeguards, transparency, and democratic oversight.

Meanwhile, in Strasbourg, we took part in the Council of Europe’s expert discussions on intercultural inclusion and contributed to the development of practical tools for local and national governance.

The International Day Against Homophobia, Biphobia, and Transphobia served as a clear reminder that many protections remain incomplete. MPG highlighted the long-standing failure to adopt the EU’s Horizontal Directive and the need to ensure that anti-discrimination measures extend beyond the workplace for LGB people across Europe.

This month also saw the launch of the Migrant Integration Hub, the European Commission’s new platform replacing the European Website on Integration (EWSI). Developed with MPG’s support, the Hub offers up-to-date information, policy analysis, and good practices from across the EU, building on more than 15 years of collaboration and shared expertise.

Thank you for following and supporting our work. As we look back on thirty years of action, research, and partnership, we remain focused on strengthening rights, informing policy, and shaping a more inclusive Europe.

Warm regards,

Isabelle Chopin, Director of MPG

As part of MPG’s commitment to evidence-based policymaking, we launched MIPEX 2024 three country reports at key events across Europe this month. From Berlin to Dublin and The Hague, MPG led and contributed to expert panels and high-level discussions, sharing integration data and policy insights. These events reinforced MIPEX’s role in shaping more inclusive, data-driven migration policies across the EU.

In May, our 30th anniversary series amplifies voices that speak with both urgency and hope. From lived experience to expert insight, these contributors challenge assumptions, confront injustice, and remind us that meaningful change begins with people. Guided by courage, rooted in conviction, and united by purpose, their reflections are a powerful call to keep pushing forward together. We are honoured to feature:

  • Thomas Huddleston, Member of the MPG’s Board of Directors
  • Seán Binder, criminal lawyer, human rights activist and former civilian rescue coordinator
  • Kameran Shwani, Department of Labour and Economic Development, City of Munich
  • Torsten Moritz, General Secretary of the Churches’ Commission for Migrants in Europe

On 14-15 May, MPG joined the FAiR Consortium at Koç University to share findings from its mapping of bilateral return and readmission agreements. The analysis revealed major gaps in transparency, accountability, and rights protections. MPG also introduced MIREX, a forthcoming index comparing return policies across the EU. The tool aims to support more humane, legally sound approaches to return and reintegration.

A new MPG working paper examines 24 bilateral return and readmission agreements, highlighting gaps in transparency, enforceability, and human rights safeguards. The paper offers timely insights into how current frameworks fall short and what is needed for fairer cooperation.

On 17 May, the International Day Against Homophobia, Biphobia, and Transphobia, we highlight the urgent need to extend anti-discrimination protections beyond the workplace. The EU’s Horizontal Directive has been stalled since 2008, rights delayed are rights denied.

On 13-14 May, MPG took part in the 7th meeting of the Council of Europe’s Committee of Experts on Intercultural Inclusion (ADI-INT) in Strasbourg. As consultants, MPG contributed to discussions on the development of a self-assessment tool to support multilevel governance for intercultural inclusion. The Committee also advanced guidance for member states and shared practices on education, minority rights, and inclusion for displaced Ukrainians.

The European Commission has launched the Migrant Integration Hub, a renewed platform replacing the European Website on Integration. Developed with MPG’s collaboration and support, the hub continues to share EU-level updates, good practices, and expert insights on migrant integration across Member States. MPG’s role and network remain central to delivering timely and trusted content.
