Dear ,

Welcome to the July 2025 Edition of the MPG Newsletter!

July has been busy. From Luxembourg to Paris, MPG has been sharing tools, asking tough questions, and shaping debates on migration policy.

This month’s 30th anniversary series features new reflections on the long fight for rights, dignity, and civic participation.

In Luxembourg, MIPEX sparked public debate on labour mobility and political inclusion. In Paris and online, we joined IMISCOE 2025 to share research on Ukrainian refugee integration and fairness in return policies.

Democracy Academy 2025 is now open - five free sessions for people with migration backgrounds ready to engage in public life.

We also published a new article in International Migration Review on how national policies shape Ukrainian refugee integration.

Finally, MPG weighed in on the UK–France migration deal, warning it risks undermining EU solidarity.

We shall pause in August - see you in September with more insights. Wishing you a restful summer!

Warm regards,

Isabelle Chopin, Director of MPG

This July, we continue our anniversary series by sharing reflections from people who’ve spent years shaping Europe’s conversations on rights, equality, and democracy, through research, politics, and civil society. Their work isn’t abstract. It’s grounded in daily effort, clear convictions, and a long view of what change really takes.

We are proud to share insights from:

  • Daniela Vintila, Associate Professor, Center for Ethnic and Migration Studies, University of Liège, Belgium
  • Hyunjung Lee, Asian Voices Europe
  • Mark Bell, Regius Professor of Laws at the School of Law in Trinity College, Dublin, Ireland
  • Carmen Claudín, Associate Researcher, Barcelona Centre for International Affairs (CIDOB) and former member of MPG's Board of Directors

On 30 June and 1 July, MPG presented MIPEX 2025 results in Luxembourg, revealing a score of 61/100. The event gathered Ministère de la Famille, des Solidarités, du Vivre ensemble et de l’Accueil Max Hahn, civil society, and MPs to discuss gaps in labour mobility and political participation. Despite strong anti-discrimination policies, the dismantling of key participatory bodies raised concerns. MPG invited Luxembourg to join the Brussels launch this September to continue the conversation.

People with migration backgrounds are invited to take part in the Democracy Academy 2025, a free online programme run by the New Europeans Initiative. Held over five Thursdays in November and December, the Academy offers practical sessions on campaigning, advocacy, and civic participation. Apply by Sunday, 28 September 2025.

At the IMISCOE 2025 Annual Conference in Paris, MPG joined four sessions to present new findings from MIPEX and MIREX. Dr. Başak Yavçan previewed MIPEX 2025 and shared insights from the Voice of Ukraine survey on refugee integration. Dr. Carmine Conte introduced MIREX, highlighting gaps in return policy safeguards and stakeholder involvement.

MPG’s Head of Research, Dr. Başak Yavçan, has co-authored a major new article in International Migration Review, based on the Voice of Ukraine survey of over 12,000 refugees. The study reveals how national policies shape integration outcomes, from education and employment to housing and childcare.

Le Quotidien reports on the launch of MIPEX 2024 in Luxembourg, highlighting that while integration policies score 61/100 and show progress in areas like education and employment, significant gaps remain in political participation, anti-discrimination, and family reunification.

In a France 24 interview, MPG’s Carmine Conte criticised the UK–France migration deal as a harmful short-term fix that endangers migrants, burdens Southern Europe, and underscores the urgent need for a fair, EU-wide asylum system with safe and legal pathways.

The article examines the humanitarian and political fallout of the new France–UK migration deal, with MPG’s Carmine Conte warning it reflects a fractured EU asylum system, fuels riskier journeys, and highlights the urgent need for safe, legal pathways to protection.

The Migrant Integration Policy Index (MIPEX) is a unique tool which measures integration policies in 56 countries across 8 policy areas. It provides up-to-date, comprehensive research data and analysis on which to base policies, proposals for change and projects.

In July 2025, it was featured in 2 scientific journals and articles.
